To me, my way to address the issue of presumed crop failures is because of government regulations and the loss of Historical knowledge about how farming has actually been done for the last 10,000 years.

If governments can inject enough rules into Farming to make it impossible or at least very difficult, that seems to be the problem more than any actual shortage of fertiliser.
