You can't create arbitrary cyphers easily because if the enslavers decide to decohere tgey can scramble your cyphers. But they can't really regulate your psychic feel for hundreds, thousands of years and continents worth of culture between living ISBEs using physical bodies.

A unique set of glyphs will show up when you ask "in what local places and timelines can I find that exact combination of glyphs) - and that helps you find the ISBE you're looking for, not just a message.
