My assessment of "practical-authoritarian" is based on the book Alien Interview by Lawrence Spencer (see the quote from the book in the thread I provided above) as well as Farsight's remote viewing of the Domain.
But you are right, I want to talk about aggressive domination disguised as "law and order". The majority of people on this planet don't know anything about divine or natural law. They only know authoritarian ("man-made") law, because that's what they learn from a young age. Politics and religion are based on authoritarian rules, not knowledge about how the universe works.
