The indoctrination of the bad guys creates the belief that managing a society – managing anything – must be complicated and requires many books full of many rules. The reason for this is the hierarchy. The books that contain the rules reflect the will of whoever is at the top of the hierarchy. So, the rules must take care of everything.
The opposite approach is to decentralize the rules. This can only be done with contracts. Let those who need the rules make the rules for themselves. For example, a neighborhood needs rules to manifest peaceful coexistence. The "don't make noise after midnight" stuff. You don't need to enforce those on everybody. If the neighbors make a contract about having those rules, the goal has already been reached.
The only rules that need to be the same for everybody are the rules that make contracts work, and those rules don't fill a book. They fit on 2 to 3 pieces of paper.
An example for a rule that must be the same for everybody – also called a universal law – is self-ownership. Every ISBE owns itself and its body. If this rule is violated, you can't have contracts, or peaceful coexistence.
The stupid bad guys believe that owning people creates peace. The opposite is true.
The smart bad guys know that owning people creates conflict, but they know how to profit from that, like parasites.
