That's not the problem. If most people are used to a system, it's incredible difficult to make them understand alternatives. I say "most" people, because in my experience, it's about 95% of the people I tried to offer new ideas. As far as I understand it now, there's a "barrier" inside their mind that blocks thinking about new ways. You can compare it to an AI where the weights are wrong. The synapses just don't fire, because the barrier fires first.
This barrier can have multiple causes – trauma, violent parenting, religious indoctrination – but it's always difficult to overcome. The best way seems to be what Farsight calls the wilderness. Being confronted with situations where you are forced to think about new ways in order to prevent death or stagnation.

It's because artificial laws (the magical boon) are always illusions, and illusions can't be perfect by definition (because if they were, they would become reality). In this story, the laws are based on language, and the loophole was the imperfect definition of the words.
All artificial laws are based on language, because those laws express what the tyrant wants, and therefore always are as imperfect as the tyrant's mind.
Natural laws work without language. Because nature doesn't have to interpret them.
