The fundamental strife in this universe isn't good vs. evil as religions would have you believe—no, it is control vs. freedom; that is the great universal contention that is playing out across the stars.
Bad agencies know that people generally run on habitual programming. This is why it is so important for them to gain control of youths' education: to get that programming in place so that script will be run for the rest of their lives, as well as passed down to their next generations.
This is what they prepare for: when former systems reach a point where they no longer function—and there is no hope for them to ever function in the foreseeable future—then a situation of change is forced upon individuals. Essentially, they become faced with either of two fundamental choices for what to do next:
The bad agencies want people to ask, "Who will tell me what to do? What authority figure will tell me what to do?" Because this then allows the bad agencies to put the scripts right back into play in whatever new system replaces the old—and the cycle of control stays in place and continues.
People going this route choose safety over truth, authority over autonomy, and structure over freedom.
In contrast, good agencies want individuals to instead ask, "What do I want to become?"
And these people choose uncertainty over illusion, atonomy over control, and responsibility over dependancy.
When your system collapses, think about this. Which way are you going to go? The bad agencies hope you do the first. And this applies to any system: from spousal abuse, to being pimped out, to the Boomer system of systematic theft collapsing. -- So when your system collapses, what question are you going to be asking? And of the above choices, which are you choosing?

Excellent post Ich. Also very prophetic to what is unfolding today. What you don’t mention is the trend. Using the US as a current example believe we used to choose freedom over control and what we can become rather than accepting control over that & loss of autonomy. Just as Courtney described the universe as free will vs control. Believe education plays a larger role than the psi field on us for suppression. Stupid people are easier to control and happy with what they get. Certain most here don’t accept that
