Outbounder was the original RV protocol investigated by SRI. Outbounder results were the sole source of RV data used in the American Institute of Research report into Remote Viewing led by Jessica Utts and Whathisface Hyman. Jessica Utts has remained solid in her conclusion of a statistically significant impact of the data caused by a real effect, be it a small to medium effect.
Outbounder consists of a "beacon" element, a person known to the experimenters / viewers who goes to a specific target at a specific time, creating a time/space event for the viewer to produce data on, in the form of a session record. For feedback, a viewer was taken to the target physically. I am hoping that a full video sweep on the site will suffice, with some notes on changes at the stie in the small amount of time between the outbounder time, and the feedback recording time.
All permissions for recording feedback have been met, the feedback footage is "in the can" and awaiting final edit and release at the due feedback time, August 10th.
The target is permanent. It can be used as a training target, as an outbounder experience, from that point in time onwards - however, precautions have been taken to prevent "live" outbounder impressions, and a viewer who tries such a manuever is in for a surprise.
Going backwards in time though, is totally allowed. On me, or at the target site.
