You need to understand the patterns of creation, the principle of evolution, and the principle of "as above, so below".

Inside our brains exists the so called reptilian or primal brain, which is in control of our innate and automatic self-preserving behavior patterns, which ensure our survival and the reproduction of the body in the absence of rationality.
There's also the limbic system, which is in charge of translating our emotions, and the neocortex, which is responsible for translating objective or rational thoughts.
The body represents the evolutionary stage of a being (ISBE) in a spiritual sense. The being will choose a reptilian body if it is mainly interested in self-preserving behavior, because that body and the reptilian brain would fit that need the most.
On the other hand, a being that focuses on mammalian behavior – family, love, care etc. – will choose a mammalian body.
Inside a mammalian body, the reptilian brain plays a subordinate role. So, evolutionary speaking, it's a battle between the reptilian brain and the higher brain complexes about "who should be the leader". Putting the limbic system or the neocortex above the reptilian brain is seen by reptilian beings – who are centered around self-preservation – as a threat to their survival.
In other words, emotions and rational thinking is an evolutionary threat to the "reptilian way of life".
Every one who now is a human once was a reptilian on their journey of spiritual evolution.
In short: They fear being replaced, thus try to control evolution by force.
