What's the difference between human and animal souls? Are dogs & cats being recycled as well? Are they organically created? Are any souls on Earth organically created or are they all souls being recycled? During a video The Domain battalion commander says something along the lines of "all of creation has some personality behind it" does that include rocks and such?

There should be a number of differences; the main one being levels-of-consciousness;
Even amongst humans there are plenty of very low-level consciousness.

Some research in past-lives-regression-hypnosis suggests that there is a sort of re-cycling; one way to look at it is as a «collective» that then merges into higher-complexity structures; consider how schools of fish move & swim around like they have some sort of hive-mind... that collective is considered by some to then merge & become a more-evolved soul that can then animate more-complex matter-forms

Energy itself is indestructible so even if the physical-manifestation is destroyed the energy continues

Rocks have their own energy structures, but, because of the lack of biological-components, they would not have «human-personalities» in the «sentient» sense; consider the expression of being as dense as a rock; whilst rocks, like water, have «memory» of sorts, they don't experience «emotions» like how one would experience them as a sentient biological-creature

Keep in mind that there are also such existences/realms where their realities are so radically different from what humans experience that there are no real earth-life-equivalent metaphors to be able to describe those existence-types (different universes altogether; also termed levels-of-consciousness). Another thing that comes to mind is that Remote-Viewers are apparently able to have «conversations» with «deceased» Is-Beings (under certain circumstances), and, I am also reminded of a TeslaTech speaker who does frequent Astral-Travel & relayed the dialogue/conversation that she had with Nikola Tesla that day when I met them; Far-Sight did do a Remote-Viewing of Nikola Tesla by the way

Human beings are higher consciousness phase than animals. Human beings have a larger Astral imprint than animals and a Spiritual expression. Human beings have all animal traits in addition to traits animals generally don't have such as service to others, advanced society, advanced tools, advanced dreams by Angels, Angelic intervention and planetary stewardship under God.

Are dogs & cats being recycled as well?
Indeed they are. And if you misbehave you might end up as a dog next incarnation. And if a dog graduates (probably due to the help of his owner) then it will transform into a higher consciousness phase next incarnation.

Do physical objects such as rocks have personalities?
They do! However it is dormant and meaningless. A consciousness's personality traits are stored in its innate and so as physical objects are low consciousness level - they have their innate - but it's only a technicality as they can't express it.

I like the idea that All Life on earth has 4 aspects.
There are many names used for these things and I try not to use names that have been subject to deliberate and accidental confusion.
1: physical body- subject to the Laws of physics as we understand them.
2: life body- subject to laws of growrh, that are not yet understood at all- manifest as organic regeneration principles.
3: consciousness body - manifests as 'awareness', the capacity to make 'meaning' of experiences.
4: sense of Self. The experience of 'I am'
Each level of 'reality has it's own 'Lawfullness', that is mostly still unrecognised, apart from the material realm that is currently thought to be all there is. All the 'stuff' in the physical universe has a direct relationship to all 4 aspects of being in different proportions. What doesn't manifest in our physical reality exists in a non-physical state.
So humans can manifest all 4 states in physical reality. Animals have 3 states with the sense of Self state remaining united as a species in a non physical state.
Plants manifes the first two states and the mineral kingdom only manifests the first, physical, state.
Yet, at a 'higher' level all 'things' exist in these 4 'worlds'.
There are beings that do not have a physical expression... but that is another story.
It is rather complex at an intellectual level.
It is possible to 'know' that an animal's 'sense of self' is quite different from the human experience.
The psychic capacity to 'connect empathicly' (not sympathy) is one of Humanities next steps to 'break out of the (self imposed) prison' that many of us currently experience.

The main difference between animal and non-animal beings is the capacity for understanding the difference between the concepts of right and wrong in a universal sense. Animals are not able to think universally, thus don't understand universal concepts and values.

For an animal, right is everything that serves the self (including own offspring), while wrong is everything that does not serve the self.

For a non-animal, right is everything that is in accordance with Natural Law, including the non-physical parts of it, while wrong is everything that goes against Natural Law.

It's important to understand that no ISBE can "make" law. Every law is Natural Law. You can only live in accordance with Natural Law by understanding it through science and respecting the law when acting out free-will decisions. Not respecting Natural Law – e.g. by "making own laws" – results in harm and slavery.

Animals are not able to understand that simple truth.
