That's an important point that needs to be addressed. Who represents humanity?
When Courtney appealed to the Federation of Worlds and the Domain, he essentially tried to sell humanity as possible citizens of these empires, based on the idea that they are hierarchically structured just like the governments run by the bad guys on Earth. But he didn't ask one time: Do the people of Earth agree?
To be fair: He wants to have public negotiations and published the appeals, so he didn't want to make secret agreements like the governments. But putting humanity as possible citizens on the table before the public negotiations even started was wrong. The free will ETs would have to reject that idea if they take free will seriously.
So, the question is: How would true free will ETs want to negotiate? Who would they accept as a representative of humanity?
My answer is: Whoever believes in coercive government and is willing to sell people before asking them cannot be the representative of any group at all, because he is not respecting self-ownership.
So, who do they want to talk to?
Think about it: When Farsight is able to do a collective deep mind probe, the ETs can do this, too. They can cdmp humanity or any other group in order to gauge the acceptance of free will and moral principles in that group.
As long as humanity, or any other group, believes in the legitimacy of coercive government, that group is willing to throw true free will and moral principles under the bus in favor of any other goal. True free will people wouldn't accept that.
