This will just make the already existing divide even more visible. On one side, we have the people who think they need the crutch because they lack skill and confidence, and on the other side, we have the confident people who value merit.
But the unconfident people will fail in the long run, because buyable superpowers have a big disadvantage: They can be unplugged.

Divide and conquer is always based on lies. The goal is to make people fight against each other with no good reason. But the truth is: There is one good reason to fight in reality, and that reason is to defend yourself if you're being attacked.
The harsh truth behind this is: If the other side has been manipulated into believing that your side is the enemy, you can do nothing about it. You can try to reveal the truth that you're not the aggressor, but the other side is already indoctrinated to dismiss it as propaganda.
Regarding Earth, there's another harsh truth: When your own side believes in the legitimacy of violence – and all nations on Earth do – you are the aggressor. Both sides are. Divide and conquer works because the people who believe to be the good guys actually aren't.

You can't delegate your responsibility to discern right and wrong to other people, e.g. the government. The parasitic entities will always use that to your disadvantage. As long as people believe in the legitimacy of violence through government, divide and conquer will be effective.
