So, the plan of the so called good ETs essentially is to show up and "save the day" when everything starts to fall apart.
So, both ET sides are interested in saving the day for us humans, but for different reasons. The bad guys would also want to save the day in order to keep the prison planet running. But, in contrast to the good guys, the bad guys would do it in a way that doesn't put them in the spotlight – at least that's the theory!
What if the bad guys have no problem with ending the secrecy? What if they have a plan?
That's an important question, because sightings of crafts that allegedly belong to the good guys can also mean two things: 1. the bad guys refrain from shooting them down for whatever reason, or 2. they belong to the bad guys.
Why does nobody shoot the good guys out of the sky? Harvey told us that when they become visible, it would end the cold war. Where is the hot war when the good guys can show up all over the place without being shot down?
It still doesn't add up.
