I asked what was taking disclosure so long. They asked "What would you do, if in charge?"
I said I'd try showing up with big ships. They asked, "Then, what's the next move?"

I'm not sure if it was me or them but I figured out right then that this will be different than winning a normal war, in our American experience. After Berlin fell, after Tokyo fell, after Baghdad or Kabul fell, the U.S. occupied them.
These ETs won't occupy us. Absolutely not. They don't believe in occupation, even for education. That's what makes this disclosure/liberation so tricky.
It doesn't require 'occupation'.
It requires 'ambassadors' and 'teachers'. Maybe even 'schools'. Or, at the very least, offering teaching to those willing to go with them (selective, of course).
While I don't think they're going to just hand over all of their tech in one go, I can see them educating our scientists on where they're wrong, so that said scientists can make certain 'discoveries' on their own.
Possibly set up trade relations.
Your analogy is slightly off, btw. It wasn't the "US" that occupied. It was US military and industrial corporations. Most of the US population had very little idea of what was going on.
There was definitely an occupation of those places. There were provisional governments, court trials for past regime leaders, etc. That's not going to be imposed here. I think one could argue the United States was a reasonably benevolent and generous occupier. However, I think this has to be different. It's going to be like telling Germany in 1945...ok we aren't going to occupy you and we will let you pick new leaders. We'll give you whatever advice you're willing to take.
There's the rub though. What government would Germany had immediately picked in May of 1945? Would enough of the old leaders be suddenly replaced? Once the power system crumbles, are people wise enough to pick different leaders? With the current media system, they aren't aware of any viable alternatives. In the US, we seem stuck in the two-party system. Gang 1 vs Gang 1A. Neither interested in disclosure and both using the interests of the little people to advance their private agendas.
I would say the only way this works is if the legacy media is overcome. People see a new way is possible and suddenly freely choose it. A sudden awakening like the 1989 Eastern Europe revolutions. Everybody just says enough is enough of these old leaders.
But people need to see the possibility first. I would guess that's what the good ETs could provide. A better option...but an option, not forced.
