Here's what I think the enslavers are planning.
A bunch of big names come out of the woodwork, and coalesce. They no longer stay in their little niches, most of them start assembling.
There is almost never a direct disagreement. But there is a shift. At least 3 niches of thought-
*"They're all peaceful it's humanity that's screwed up and warlike. The sooner you lay down your weapons the better"
*"As above so below. There's politics on earth, there's politics in the sky. Some bad guys, some good guys. The thing is we have some unique DNA and they've been trying to use it. They didn't know how we'd react so they had to do it a little bit carefully. Will you forgive them? Can we come to some agreements?"
*"It's about freedom vs enslavement" - nobody cares about your DNA, that's a cover story. Nobody is all peaceful, life is full of messes. But if you don't put your liberty first, you could fall into slavery as you've been doing for a long time.

Humanity will, of course, not take "option x of 3" . . . it will of course splinter all over the place.
The realistic goal will not be to get everybody to agree with "the right side" - the realistic goal will be to get enough distribution so that there's enough of a critical mass in each area. You won't need to immediately pick the right one. You just need to retain enough discernment.
For now, it suffices that all 3 sides push for assymmetrical disclosure. It's fine if the outcome is skewed. The Greers, the Bashars, and the Farsighters are on a temporary alliance. They will eventually have to work out differences, because they can't just "all get along" by default. But for the time being, we push regardless what the believed ET motivation is.
