I suggest to see it like this: Think of two magnets in space. The consciousness of the population of Earth is one magnet. A shift means to turn the magnet around. In that case, the magnets attract each other. If the magnet isn't turned around, the other magnet is repelled.

Also, there's more than two magnets.
