I am relatively new to meditation, and I am following Farsight's 'consciousness settling procedure', but I am having issues staying awake during this.
I can successfully meditate for about 15 minutes, during which my mind slowly begins to calm down after all the thoughts finish whizzing by. I begin to see pulsating swirls, and sometimes i see what resembles stars for very short while until my consciousness and vision start to fade away entirely, and I fall fully asleep.
I have heard before the 'mind awake, body asleep' expression but that is not what is happening here. I am different from most people I know in that I have never had any issue falling asleep at night. I am usually out within 10-15 minutes of my head hitting the pillow. Now I am having this issue with falling asleep too quickly.
I have a deep desire to continue my journey on meditation, remote viewing, and astral projection, but it seems I've hit a roadblock for now. Does anyone here have any advice? Am I perpetually too tired to meditate? Nonetheless, I will continue practicing. I am grateful for any help you can provide me with.
Perhaps if you can't stay awake during meditation, you can try lucid dreaming or astral traveling aka OBEs.  These sort of things are way more fun than meditating.  In lucid dreaming you realize you are dreaming and you just go do what you want to do, you can do whatever you think about, same with astral traveling and OBEs....OBEs you are exiting your body and moving around while your body lays there sleeping or in a trance state.  
as for falling asleep meditating, maybe if you want to not fall asleep, then sit in a less comfortable position so that if you fall asleep it will wake you up, but otherwise, meditation isn't anymore effective than lucid dreaming or OBEs etc.
