The world will fragment into Low Organizational Survival Communities,
With the help of AI, those communities will form de-centralized cities. No higher governance.
Unions between cities will form by the most obvious intuitive adjoinment: continents. The super-powers of the world.
But rather than war with one another by an insidious deep state, we will converge in the rise of our interplanetary relations.
