Think about it like this: One day, a new tribe of people is discovered on some island somewhere in the pacific ocean. How do you know for sure that this tribe exists? There are newspaper reports, photos, and videos, but they still could all be fake.
Well, you know for sure if you go there and have physical contact. Not even remote viewing is enough, because it's not different from a report. It has no real impact. So, the question is: What has impact?
The answer is simple: If you can trade with them. Exchange of knowledge and goods that is affecting the economy.
As long as there's no possibility of open trade, disclosure doesn't matter.
