Rivers are part of ecosystems. They aren't done. They'll return to landscapes when the correct natural laws are aligned with.
The Rio Grande, like many rivers, has long shown what happens when humans (and corporations) treat everything as fair game for extraction without balance or limits and without aligning with life supporting "laws". Extraction is the core "law" (meaning principle not "power over" structures) of both the humans living along this river and their governments. "Congress" is itself part of the extraction machinery.
Humans can choose to live differently if they want to.

If Geoff Lawton can green a desert within two years, then there is absolutely no reason the rivers in Texas need to run dry.
Humans could stop extracting everything they can get out of the planet (and everything else). They could also do something besides lying around eating BBQ steak, stockpiling guns, and fantasizing about making militias during the engineered collapse when the "good ET's" swoop in to save them. The "bad ET's" aren't so powerful humans can do nothing.
Hey ... there's probably some vegetarian militias out there.
I think if the agenda goes as its planned everyone will be "vegetarian" by design, not by choice.
But I wouldn't worry about it too much.
The Dominion of Canada is very organized and efficient. They will have long ago scanned the social media of potential "militias" in advance to stop any potential "issues". The fully staffed snitch lines are already operational. If your family doesn't turn you in for wrongthink, then certainly your neighbor will. So you can eat what you're given or what's available I suppose (think Japanese internment camp or Ostrich Farm).
Texas might have some anti-vegetarian BBQ militias. Prove your loyalty, BBQ something (hopefully not your neighbor). 😳
