Suppose I went to some distant land with the intent of freeing people whom are imprisoned. I have a fair amount of artillery compared to the dictator controlling them, but I can't micromanage every little detail of their society.
Now suppose I can eliminate their evil tyrant. The first question is how would I do it? I wouldn't have time to go in and ask everybody to put it to a vote and enter it into a ballot whether I can get rid of this dictator. I also don't think I would want to just assassinate them in secret, that's pretty dire and all kinds of presumptions could be made about why it was done and what it was for. The other option is I could just get rid of him in broad daylight but if I don't at least have some sort of show that it is in the best interest of the denizens then it probably wouldn't make me look so great. So really the most ideal situation is where they are already in the middle of fighting that dictator, and I just help bring in the fire.
Well suppose that's done. There's another problem. If I say "hey you're all free, no problem, why don't you all come to my country and we can all go grab a beer." Not a good idea. This dictator has gotten them so psychologically screwed up they would probably serve to damage themselves and my own community further.
What I would want is for them to work out their problems in their own community. Without the central dictator they could now work things out more freely, but it will undoubtedly be very messy and ugly for a time. Still it has to be done.
Chances are all of this would have to be done in their own language, with their own rules, their own customs, their own kind of skewed way of thinking. Whomever thinks that they're just gonna get out of the village and all of the village happenings will suddenly becoming irrelevant is shitting themselves.
