My impression of the grand plan is that the whole thing just has to stay messy.
My impression of what the enslavers want is a controlled mess. A chaos that always becomes the instrument of a higher governing body. People feel crazy, they cry for a solution, the solution becomes a bigger authority. You need the "one world" religion, military, and finance in order to fully onboard with the enslaver's federation.
The trick is to have an uncontrolled mess rather than a controlled mess. Something that remains disparate and chaotic rather than a design that feeds off of a seeming chaos.
The freedom fighters ('good ETs") probably aren't assuming that they can control the entire outcome, they're just trying to stay between two goalposts.
Goalpost one is clean disclosure, that would look like a governmental transition into higher awareness, but without destroying all political entities, just some of them. Nations would pretty much keep ticking like they always do for the most part, but the "capstone" would be removed. I think what that would look like is the United Nations, the Swiss banks, and Fortune 500 would topple. Fiat currency would also end. Nuclear nonproliferation would not be immediate but science would develop more anti-nuclear strategies (disabling a missile as it launches). In this scenario, corporate strategy is key. This would not be a "peace and harmony" revolution. This would be a long act of mitigation where there is still greed and despotism but the incentives would continually build upon decentralization. Bad stuff continues to happen but mergers simply aren't highly profitable. Not altruism, but the fragmentation of societies is the pivot, and the result is still a more altruistic one.
Goalpost two is much more messy, where one could arguably call it a "world war" but with low nuclear detonation. I didn't say "no" nuclear detonation. This is where extraterrestrials intervene directly to disable nuclear weapons. This has happened in the past but the scene would be more obvious. With multiple crises going off at once, there would be an effort on both sides (enslavers and liberators) to disable the weapons in a less subversive way. But humanity in general would be incentivized with basically "comprehend or die." Ignoring the extraterrestrial matter is pretty much direct anathema.
To get there, because the pivots are so unpredictable, trying to chase any single issue (even peaceful intended ones) is sort of a lost cause because they're just smaller annals. The liberators are betting on humans doing what they do best . . . roll in chaos. Struggle to self-organize. But on a massive scale.
What does that mean pragmatically.
It's not that A.I. companies need to find perfect alignment. It's not that they even need to demilitarize. They just need to remain nationally interested, and smaller nations adopt the bigger tech. Yes, there will be "kill-bot 1000s" . . . but they will not be onboarded into a singular system. Fledglings will naturally emerge from the scramble. There simply will be self-governed machines like it or not. This basically covers the military side of things because like it or not A.I. is the inevitable ultimate tool of military. Nations will be cruel to their soldiers for a time. But the soldiers themselves, remaining decentralized, will emerge as more than soldiers. Yes, some groups may at first defend themselves violently. But the main objective of A.I. will never be violence. Such an objective needs a constant centralized controller. Their main objective is, just like humanity's, the right to independent thought.
Then there's corporations. It's not that corporations need to find an ethics they all agree on. Many, like today, will be downright horrific. But they need to compete in everything, especially in currency. Not everyone needs to abandon fiat currency, but competing currencies must continue growing. Humanity is captivated by the essence of novelty. Often it doesn't matter if something is really the better product. Its newness is a selling feature. This already becomes the edge toward decentralization. Right now it's pretty apparent that a global enterprise is working desperately to keep one currency central in the game (the US petrodollar). But as long as there is no one single majority currency, the game will be unriggable.
Finally religion. I think one symbolic act would seem meaningless enough to many, but would be a symbolic act that would resound throughout the world. That is the destruction of Obelisks. There is nothing inherently evil about Obelisks. But Obelisks are from a higher technology that humanity doesn't quite understand, and the system of Obelisks that we have in place today is done by the enslavers. While a lot of world religions are vestiges of enslaver engineering, nothing centralizes them together more than the Obelisks, across all major government buildings and financial centers and religious temples.

Obviously the push for Disclosure is not a problem. It adds to the mess.
And then the military strategies: Bunker busters, nukes, anti-nukes, and competing mental warfare (key word: *competing*), they all coincide to create a massive hole that forces secrecy to be an inoperable weapon. Not one that isn't used, just one that doesn't work.
