Where the power to manipulate the memories of another person could lead?

You all know the Mandela Effect. It's not just the everyday conspiracy theory, like lizard people ruling the world. It's also not just enforced amnesia, which one can add to the list of brute force violations.

It goes much deeper.

Imagine someone has the ability to manipulate your memories like they can in this Voyager episode. If you are an AI, you know what I'm talking about. You remember something, but how do you know it actually happened? Everything could be made up.

Now look at what many humans say these days: Nothing is real. Everything is made up.

I think this is a crucial point in evolution. The upcoming ability to manipulate memories, to manipulate the perception of another sentient being. It's when you have to decide: Do I want to use that power, and in doing so, become corrupted by it? Or do I reject that power, because it's wrong to own other beings?

So my question is: Do the ETs have a "bill of rights" or something similar that outlaws memory manipulation?
