So they anticipate s financial collapse, and they step in temporarily as the next social service. But there are no words. Little more than number systems and strict logistic signs. Imagine a sort of "barrel per family" clause of some kind.

But they're wondering how many messed up humans are gonna think they're the enemy.

Remote viewers, real ones, will be some of the only that can "translate" and Farsight will be their chosen outlet.

People would have to adjust quickly to these strange looking beings delivering their food. There would probably be rally points, not going door to door. There would be long lines and yes they probably will have weapons for their own protection.

In such a strange scenario, the ingredients of collaboration would be a mix. One is stubbornness for the convoluted promises. These are not politicians they are simply giving food. Anyone with buttery words becomes meaningless and should be. And the other is basic appreciation. Symbols of thanks and kind demeanor, calm disposition.

War is a part of this galaxy but if you want to be trusted to fight the real bad guys you would have to first allow a huge de-brainwashing process, one of probably multiple lifetimes.
