You could turn targets into a raffle event. For example each raffle entry inserts a new target. and entering multiple times obviously increases the likelihood of your draw.

Works like a simple raffle algorithm. Buy a raffle, pot gets big enough, ticket gers drawn. Not even the ticket drawer necessarily knows what it is. You could use literal raffle tickets. An open ledger shows targets with matching ticket numbers. The ticket drawn gets transferred to an envelope without the number ever becoming visible. The pot gets spent (the viewer could be randomly selected then asked), the viewing gets done, the ticket gers revealed, the pot builds again
