I wouldn't assume that they are truly neutral. It would be safer to assume that they are like any Political body and have a lot of infighting, bloat and inefficiency.
However, it seems like these Reptilians have been a problem elsewhere, and it's not unreasonable to assume that there isn't a trailing force of Ambulances, Fire-Engines and Funeral-Services following them around everywhere trying to make a quid [joke].

These control systems used by these NHE's are extremely well tested and we seem to be as gullable as children it would seem.
If you watch the "Human Leadership has been comprimised" video it shows where to any Leader a "Close Advisor" can be placed. Telepathic messages can be transmitted to place thoughts either in the Advisors mind or Leaders mind.
So what this in effect shows is how weak the Human Leadership chain is. Forgive the video quality but there used to be a BBC TV series on just how powerful Departmental Advisors were and how powerless Ministers are:
for example @17:08:
Minister: "What is it that I don't know?" [about the issue at hand]
Advisor: "I don't know what you don't know, it could be almost anything."
Minister: "You are keeping something from me aren't you?"
Advisor: "Yes indeed Sir, It is the Departments Duty to protect the Minister from the tide of irrelevant information that beats against the walls of this Department day after day."
and it just goes round and around where the Minister tries to get facts on an issue but is thwarted by an Advisor. In the end, the Advisors solutions get implemented, which are rarely in the interests of the General Public.
It isn't like a lot of well meaning people haven't tried. It's just that they are up against a very well organised and implemented system where decisions get made in not always the most common sense way.
