I wish it were so. If amnesia machines were no longer functioning, then it could be expected that large numbers of newborns would have full recall of past lives. Perhaps even toddlers with a lifetime of experience and sometimes full college educations. Perhaps there would be a lag while the backlog of fully-wiped and partially-wiped is-be's are born.

Breakthrough memories from past lives are usually very fragmented.
Perhaps a target of future time where we see reaction to masses of children born with full past-life recall. That should be something!
