I'm kind of baffled why any intelligent species would even attempt to "make a deal" with any part of the US Federal Government.

4 years or at most 8 years later, a different idiot gets in and rips up all the deals and does their own thing anyway.

Nontheless, CBs interpretation of making the deal is also senseful. Much less resources needed. Give the humans some old stuff and get something very valuable in return. Like the US does with Ukraine: Germany's most valuable companies drawn to the US because of energy prices and uncertainty and thus, whole Europe gets terminated as an economic competitor for a cheap investment which comes even doubled back as outdated weapons sales money and blacksoil agricultural land securities. Not a stupid move. And not to forget the kickbacks from Ukraine to the deepstate (e.g. via Bankman-Fried).

I believe the purpose of the treaties, as CB theorized in one of his intelligence briefings, was to give the Reptilians a legal document to wave in the faces of the Galactic Federation and anyone else who wants to claim they are doing anything wrong. They have a signed agreement that gives them rights to do what they are doing here on earth. It is legalistic cover.
