Yes, that system has Weather-Control Capabilities, and, a total of at least 53 of them scattered throughout various parts of the world also existed back when I first learned about the details of HAARP around a decade or so ago (there's probably more of them by now). They seem to exist on various ship-like-structures throughout the oceans, each major country has their own version of HAARP (including both China & Russia & probably also India & most-likely also Israel), but, the «owners» are most-likely through Secret-Programmes that are hidden behind multi-layered corporate-structures. I am not entirely sure how much of this information is accurate for the current time-line-structure though, but, Jon Smith will likely have information and/or links to add to your inquiry.
