If you understand what Mark Passio is saying, the next question is: What's the alternative to government?
So, let's talk about that...
In principle, there are two alternatives of managing the social coexistence of people in a larger population.
1. Government
The government is based on the belief that there will only be a social coexistence of people when everbody is forced to comply with the rules of the rulers by the threat and exercise of violence. (Violence is using force in an aggressive way by initiating it outside of defense.) The foundation of that belief is that every ISBE is a violent being by nature, so you need even more violence to bring order.
The result of that belief is – and ALWAYS WILL BE – that the bad people overtake the government so they get the permission to act out their lust for violence without consequences.
For example, they use taxation to steal from the people just like a vampire steals blood, but they are allowed to do that because they are the government and people are not allowed to say no. If a being defends its property against that theft, the government is allowed to be violent to force the being into compliance.
What you now need to understand is: The government is exactly the tool that is used to get the energy to run the prison planet. Without taxation, the secret space program runs out of money.
You need to understand: The people who will shoot at the good ETs are humans payed by your tax money!
So, what's the alternative?
2. Administration
The first thing you need to do is to make a clear distinction between government and administration. Government means that you are forced to obey. Administration means that the people make a contract about how to manage property based on their natural right to own property (ownership).
So, in order to get rid of the compulsory government run by bad people, you first need to understand how ownership works.
Every individual being has the right to own property, as long as that property is the result of voluntary work. If you work, you use your body, which is 100% your property, to create things. You own these fruits of your labor because you own your body. In contrast to that, when you are enslaved, you don't own the fruits of your labor because your master owns you.
So, the contract with the administration must define that the administration doesn't own the fruits of the labor, because that would mean that the people are enslaved, making the administration a government. In short: No taxation.
The alternative to taxation is to make a contract about how much of the fruits of labor are given voluntarily such that public projects and the people working for the administration can be payed. For example, if the administration plans to build a road, it would develop a contract and offer it to the people. Everybody can now decide wether he or she wants to pay for that road.
You now need to understand one more thing: The people who are agreeing to the contract and pay for that road become the legal owners of that road. They can decide what the rules are how their property, in this case the road, should be used or not used. And they can charge the people who don't own the road for using it.
That's how an administration works – it just manages property in a transparent way.
With an administration like this, it would be impossible to have a secret space program, because people are free to not pay for that.
