I thought about this a lot, and at first it seems to make sense to conclude that the good ETs don't want to make themselves known. But if you play it through, it becomes clear that the good ETs are not in a pleasant situation. It's not a question of logistics or technological capability. Let me explain:
The 1996 movie "Independence Day" did a great job depicting the behavior of "zombie humans":
The protagonist didn't see the huge alien ship even when he was standing in front of his house. He grabbed the newspaper first in order to get informed, instead of looking at reality. Today, most humans would grab their smartphones instead. The first thing he realizes is the awkward behavior of his neighbors. The helicopter then draws his attention to the alien ship in the sky.
But there's an important difference to what is happening today: In the movie, there actually are huge alien ships in the sky that nobody can deny. No controlled media could suppress the reality of big ships floating over population centers.
And the movie also does a great job again depicting the reaction of humans: People freak out in mainly two different ways.
1. Most of them try to get away from the ships, resulting in traffic jams and looting.
2. Some gather beneath the ships like religious zealots.
But the movie shows us an invading force. The ETs don't communicate with the humans. They are just sitting there in silence, before all hell breaks loose. Which obviously is meant to intimidate humans by showing military supremacy.
And this leads to interesting thoughts:
If the good ETs – who allegedly have invented all that can be invented and therefore should have shields like the ETs in the movie – did the same thing, but instead of being silent would feed a signal into our communication network that people can pick up, the message would be clear that they are coming in peace.
So the next question is: What would the bad ETs do in this situation?
If I were the bad ETs, the first thing I would try is to make the good ETs look bad. This means I would have to tamper with their message, or send my own message, such that people would fear the ETs. I would tell everybody that it's an invasion.
Now, how would the good ETs counter that? What can they do?
The only way they could counter the invasion message is to do nothing to make clear they don't have bad intentions.
How would the bad ETs counter that?
They can't attack the good ETs directly, because then humans would notice that there are different ET factions. So, the best strategy would be to attack humans instead. A false flag attack. Humans then would believe that the ships came for an invasion.
How would the good ETs counter that? Is that even possible?
The only way to not fight against humans – who would use secret tech of the bad ETs – would be to leave the planet again. Meanwhile, the bad ETs would use that situaton to make governments even more authoritarian, because people would cry for protection.
So, coming here with big ships is off the table, at least as long as the bad ETs can counter with false flag attacks.
Interestingly, in the board meetings the ETs told us that there will be big ships at some point in the future. This means they have a plan for disabling the bad ETs capability to make false flag attacks. And this aligns with the statement that they need to collapse the prison control system first.
But there's a catch: They can't do it without us.
So, the next question that comes to my mind is: How will the collapse of the control system look like when humans must be involved?
The logical answer: The prison is a psychological prison. The control system depends on humans believing that they are not in a prison, and that human government is the authority. So the next step would be to break the perceived authority of human government by disclosing its evil nature, in combination with providing proof that the government is not on your side.
Now we must ask again: How would the bad ETs counter that?
