We need to clarify what the trap actually is:
It's not just a light sucking you in after death and then erasing your memories.
The actual trap is the corruption of power.
Like Gollum, people are falling for the trap when they are still alive. They want to yield the "ring of power" in order to control other people, either on a societal level by the violence of government, or on a personal level by controlling relationships.
It doesn't matter whether you achieve that power or not.
If you achieve it in your life, the corruption gets a hold of you and you start to fear losing it. After physical death, the trap will promise you to be powerful again, and you will feel attracted to that.
If you don't achieve it in your life, but believe you need it, the trap will promise you to get it in your next life, and you will feel attracted to that.
The way out of the trap is to reject that power, like Frodo did. If you reject it, you can't be corrupted anymore, no matter whether you are dead or alive.
In that regard, yes, it's a choice of free will. The death traps are just a reflection of what people are choosing already in their everyday lifes. The trap is not the cause – it's the symptom.
