This is the main difference between the bad guys and the good guys: If there is no response, the good guys will take it as a no, while the bad guys will take it as a yes.

Example: I tell you that the garbage needs to be taken out, because the garbage truck will come early in the morning. You don't react to that, or you say yes but don't take the garbage out.

Bad guy solution: They will blame you. They will convince you that you don't want the garbage to be collected. The garbage piling up in front of the house will be your fault. You consented to that.

Good guy solution: They won't blame you. Instead, they would ask you why you choose to do nothing. Maybe you don't understand the problem? Maybe you are overwhelmed? There could be good reasons for you to not respond, so the good guys would want to talk about that in order to come to a better solution.

The bad guy solution is called emotional blackmail. They don't care about a bilateral solution. All they want is to blame you, even if they are the ones who are responsible for what is happening.
