What kind of report are you talking about? In the model I'm suggesting, the displaced newborn ISBEs are extracted from Earth. They are not processed by the prison system, but brought to other planets. The purpose is to populate those planets with ISBEs that haven't been shaped yet.
So, we can't have reports of displaced ISBEs, as they wouldn't be here anymore. The only reports we could have would be remote viewing data of the process of displacement. And remote viewers, including Farsight, haven't looked at this specific target yet, because they haven't thought about the possibility.

The displacement of an already existing ISBE inside a newborn is not part of the target, because the viewer focuses on the other ISBE that is being processed.

The model I'm suggesting is a recycling model as well. Let me illustrate it this way: Think of a tree that grows red fruits, like cherries. The owner of the tree doesn't like red, so he replaces the fruits with yellow ones. The red fruits are sold. One year later, the tree grows another generation of red fruits, resulting in the yellow fruits falling off the tree. The owner collects the yellow fruits, removes the red fruits, and puts the yellow fruits back on the tree.
The yellow fruits are the recycled ISBEs. The red fruits are the newborn ISBEs.

Because the baby soul is created by nature, just like how it is with animals. ISBEs can't prevent it. So, in order to be able to dump undesirables into bodies, the baby souls have to be ripped out in order to prevent societal breakdown due to multiple personality disorders.
