Just gathering from a number of Farsight projects and their recommended references, I gather the following.

the native reptilians. This planet has a long history of reptilian sentients (reptilian was a common sentient life form in a similar way that gasoline cars were a common precursor to electric - in our current weird context anyways)

The galaxy had a holocaust (harvested IS-BEs) and the holocaust had a blowback. In all the political mess, earth ended up in crossfire. The native reptilians got swallowed up in the mess. Earth became a prison planet and the native reptilians fortified themselves inside where they reside to this day.

The "holocausters" were not one smooth homogenous group (few things are) but rather some begrudged alliances that to this day compete for the prison system on earth. One group is characterized by a reptilian empire (not the earth natives) and their AI, and their captive greys ... and other stuff. Another group is predominantly human but they like indisputable control systems. Humans rule other humans and some IS-BE level marker is used to separate the haves and have-nots.

The prison could be thought of a giant "flytrap" grid for IS-BEs. You float up and ZAP. If you don't have some secret immunity code or whatever it takes you, reprograms you and sets you back down.

The empire that controlled this planet is now significantly weaker but the prison eaa built robust. Even without a lot of control it's extremely self-sustaining.

The players remaining with interest in maintaining the prison have settled on psyop strategies as opposed to extreme control.

This is why you have all kinds of weird human rebel factions, fairly deviant trends, and history relics like strange archeological records all over the place. They can't burn it all down. All they use is psyop control.

Now this is where I want to make a finer point. All-or-nothings are dangerous here.

"All of it is in your mind." No. It's real exigencies with real technologies and rral struggles and real violence

"All you need is love". No. Putting up with abusers while quietly wishing for change is dumb.

"All of it is settled by raising your vibration" (whatever that means). No. There is evidence that brainwave modulation can have significant effects. There is no cure-all.

"Just riot and fight" no. As much as I sometimes like this one. It's easily manipulated.
